Missouri City Clerks & Finance Officers Association

Summary

The Missouri City Clerks and Finance Officers Association (MoCCFOA) certification program, offered through Northwest Missouri State University’s Center for Professional Development, is designed to prepare municipal clerks in the state of Missouri for the challenges of the complex and ever-changing role of a municipal clerk, no matter what size municipality they are serving. The MoCCFOA certification is a rigorous designation earned by completing various educational and professional development opportunities. The mission of the MoCCFOA is to impart standards of quality and integrity, and to enhance the professional management of government records in order to merit public confidence.

Northwest Missouri State University is the official approved educational institute of record for the state of Missouri as designated by the International Institute of Municipal Clerks (IIMC).

Code of Ethics

The MoCCFOA’s Code of Ethics is:

  1. To recognize that my chief function at all times is to serve the best interests of the people
  2. To uphold both the letter and the spirit of the government and laws of the State of Missouri, my county and my municipality
  3. To devote my time, skills and energies to my office, both independently and in cooperation with other professionals
  4. To so conduct my public and private life as to be an example to my fellow citizens
  5. To be sensitive and responsive to the rights of the public and the public's changing needs
  6. To impart standards of quality and integrity to my profession; to conduct the affairs of my office above reproach; and to merit public confidence in my community
  7. To maintain my neutrality and impartiality, rendering equal service to all and extend the same treatment I wish to receive myself
  8. To respect and protect privileged information to which I have access by virtue of my office
  9. To not knowingly be party to or condone any illegal, immoral or improper activity, and
  10. To use neither public property nor resources for my personal or political gain

How to Become Certified

The Missouri City Clerks & Finance Officers Association offers two certification levels, Missouri Registered City Clerk (MRCC) for new clerks and Missouri Professional City Clerk (MPCC) for experienced clerks.

MRCC Certification Requirements

  • Perform four of the eight following core duties
    • General management
    • Records management
    • Elections
    • Meeting administration
    • Management of the by-laws, articles of incorporation, ordinances or other legal instruments
    • Human resource management
    • Financial management
    • Custody of the official seal & execution of official documents
  • Receive a minimum of 58 education points from formal education as well as professional development
  • Receive a minimum of 50 experience points
  • Be a member of the MoCCFOA for three consecutive years

MPCC Certification Requirements

  • Perform four of the eight following core duties
    • General management
    • Records management
    • Elections
    • Meeting administration
    • Management of the by-laws, articles of incorporation, ordinances or other legal instruments
    • Human resource management
    • Financial management
    • Custody of the official seal & execution of official documents
  • Have received the MRCC certification
  • Receive a minimum of 50 advanced experience and professional development points
  • Be a member of the MoCCFOA for three consecutive years since earning the MRCC certification
