Parker was born in 1868 and was a member of the commission charged with planning the Missouri Capitol and particularly the mural and sculptural embellishments in it. Lettered in oil on the reverse of the canvas is "Picture of Missouri State Capitol Bldg painted by Lester S Parker July 1923 from Room 37 Central Hotel, Callaway County in Distance." It is assumed that this identification was provided by the artist.
The application of oil color in the technique often referred to as "pointillism" although the optical blending of colors typically associated with this technique in France in the late 1800s, and particularly in Seurat's work, is not seen here.
